A formal <strong data-start="866" data-end="894">Shelter-in-Place Warning</strong> was then issued by civil authorities for <strong data-start="936" data-end="955">Onondaga County</strong>, effective from <strong data-start="972" data-end="998">7:01 a.m. to 9:01 a.m.</strong></p> <blockquote data-start="1000" data-end="1280"><p class="" data-start="1002" data-end="1280"><em data-start="1002" data-end="1151">"This message is not intended to alarm you, but to advise you the Syracuse Police Department has a police situation near Tallman and Rich Streets,"</em> the automated alert stated. <em data-start="1180" data-end="1280">"Residents are requested to shelter in place until further notice. Syracuse Police dispatched <strong data-start="1523" data-end="1541">multiple units</strong> to the area around <strong data-start="1561" data-end="1574">4:00 a.m.</strong> and established a <strong data-start="1593" data-end="1606">perimeter</strong> near Tallman and Rich Streets.</p> <p class="" data-start="1639" data-end="1912">At <strong data-start="1642" data-end="1656">6:50 a.m.,</strong> a shelter-in-place was officially issued. As the situation continued, <strong data-start="1727" data-end="1764">additional units from other areas</strong> were requested around <strong data-start="1787" data-end="1800">7:00 a.m.</strong> to assist with <strong data-start="1816" data-end="1842">blocking intersections</strong> near the scene. A second request for backup was made at <strong data-start="1899" data-end="1912">7:40 a.m.</strong></p> <p class="" data-start="1914" data-end="2175">During the response to this incident, <strong data-start="1952" data-end="2020">officers in the area were also managing a physical domestic call</strong>, as well as a <strong data-start="2035" data-end="2051">foot pursuit</strong> involving the suspect tied to the Tallman Street report.
